Yu Yu Hakusho: Rise
Chapter 2
Though their respective powers were of different sorts, the room was tense as the two men refused to back down to one another. Koenma sat his tea back down as he stared out at the man in front of him. Even without his eyes, Koenma could practically feel Yomi staring at him. It was unnerving. Yet as the acting head of Spirit World he couldn't exactly show how nervous the demon in front of him made him.
"I've read your petition," Koenma said as he leaned back in the chair. He shifted the mafuken from one side of his mouth to another. "You have to understand that what you're asking is impossible."
"Why is that Lord Koenma?" Yomi challenged him.
"You're asking me to release a dangerous criminal back into the living world. I can't do that!"
Yomi smiled. The look unnerved the other man more than he cared to admit. "Dangerous criminal you say?"
"Yes," Koenma said in exasperation.
"Dangerous to whom Koenma?" The blind demon challenged.
"To the stability of the three worlds," Koenma said tersely. "You have no idea what she's capable of. If I were to release her, there could be catastrophic consequences. As the leader of Spirit World it is my duty to maintain that balance."
"I believe that keeping her imprisoned would pose a greater danger to the stability of the realms."
"What?" The 'young' Prince asked in a tone of disbelief.
Yomi leaned forward slowly to rest his folded hands on the table that separated them. As he moved forward, he uncrossed his long legs. Koenma fought the urge to flinch back from the older man. Whereas Koenma had a lot of political power as the current leader of Spirit World, Yomi had the physical prowess. Koenma wasn't in a rush to put the practicality of their powers to the test.
"It's been a little over two years since the last demon tournament. Which means nearly two years since the Kekkai barrier was dismantled. In which time Enki has done his best to uphold peace between the demon and human world. Despite the initial doubts about his policies, would you agree that there has been a notable decline in crime between the species?"
"That's the consensus," Koenma agreed tersely, sucking aggressively on the mafukan as he tried to understand where Yomi was going with his point.
"At the same time Apparitions all over Demon World have been preparing for the next tournament in these last two years. There is still a chance that someone less congenial wins and returns the laws to what they were. Perhaps they would even encourage low ranking demons to stir up more mischief in the Human World."
Though his tone had stayed smooth and informative, Koenma could practically feel the ultimatum. But why was Yomi so intent on this? It was something Koenma couldn't fathom. He'd never really shown interest in a human's well being before. In fact, he was among the demons that Koenma had feared meant ill intentions just a couple years ago. Even if you were a very special case, Yomi had to be after something to be pushing for your release as strongly as he was.
"And with the general lack of demons in Human World over the span of the last 500 years, the amount of humans born with the abilities to fight back have also dwindled. Am I correct?" Yomi asked despite that they both already knew the answer to that.
Koenma didn't answer. Which in turn was the answer Yomi needed. The prior demon lord leaned back once more with a smirk. It infuriated the young prince almost as much as it frightened him. Coupled with his S-class strength, the ability and drive to come up with the correct conjectures is what had made Yomi such a danger in the past.
"Which is exactly why I can't release her," Koenma said as he tried to play it cool. "The kekkai barrier may need to be restored at any moment."
"If the information that you're keeping a contingency plan got back to Enki, it would tarnish the good will you and he have fostered," Yomi said plainly. "And if I'm not mistaken he's not the only peaceful demon you've come to be on good terms with. What would your former team say about the abuse and torture you've inflicted upon a human woman all in the name of peace for the last 500 years?"
Koenma tried not to let the shock and horror show on his face. And he did an admiral job at that. Unfortunately, Yomi didn't need to see his face to sense his reactions. The rate of his heart, heat from his skin, and multiple other factors told him how Koenma had reacted right in front of him.
"Why?" Koenma demanded abruptly. "Why now?"
"I believe it's time," Yomi continued with his confident little smile. "Sometimes you need to shake things up to maintain the balance and ensure everything blends well. Otherwise you may have an unfavorable outcome when everything settles to the bottom."
"But why her?" Koenma stressed.
"She would be a lesson to the Demon World. As it stands, the vast majority of demons view humans as weak. Nothing but food. The idea that humans can only be strong enough to stand up to demons if they are part demon themselves has spread in the last couple of years. Especially as you've had to dismiss the spirit detective team on account of their demonic ties. Most of the younger generations can not remember a time when humans with no demonic blood used to keep the demon population in check without the use of the barrier. Even demons like myself have gotten complacent with our perceived superiority," Yomi paused and switched to a slightly more friendly tone. "In the year leading up to the next tournament, she could remind demons how the Worlds used to be. Allowing her the freedom to sow a little chaos now would remind demons to tread lightly amongst humans regardless of who is running Demon World in a year. Thus maintaining your coveted balance."
Koenma's silence was deafening as the thoughts spun in his head. Yomi's arguments were effective. The only trouble was that the young Prince knew that following through with the well laid out request was going to cause other complications. Your freedom was going to bring to light old problems and debts that he wasn't sure Spirit World was ready to pay....
"I'll...consider the request," Koenma said diplomatically.
"That's all I can ask for," Yomi said as he stood up. "I look forward to the start of our new relationship, Prince Koenma. I hope meetings such as this go just as smoothly in the future."
Another threat. If he didn't grant Yomi's request, Spirit World was going to make an enemy of a powerful demon. One that had a chance to rule over Demon World some day. One that knew of your existence already and could, as far as Koenma was aware, free you by force if Spirit World didn't do it first.
Koenma shrank from behind the table as Yomi walked away.

"I'm sorry Kurama, Prince Koenma is a little busy," Botan apologized.
Kurama frowned as he continued to look at the blue haired woman floating in front of his window. Her ore bobbed every so slightly with the wind and spirit current but to him it was like she was standing still. So fixed was the look he gave her, Botan started to feel like she was going to sweat. Which was funny seeing as she wasn't even in a corporal body to begin with. And as far as she knew spirits, especially ferry people, couldn't sweat. Somehow though the intense look that Kurama continued to use felt like it was going to break reality.
"I understand that he is busy but it is a matter of importance; do not make me ask again."
"I--he--" Botan fretted.
When had the mild mannered redhead gotten so threatening? Sure she'd seen him turn his intimidation against others. Specifically during the Dark Tournament. It was just that she'd never seen him be so serious with his friends; something she would have considered that the two of them were.
"I can't," she finally settled.
"Care to explain why?"
"He's...busy."
"You've said as much. Doing what?"
"Kurama—"
"Let me be as clear and concise as I'm able. If you do not assist me in visiting Spirit World, I will simply bring myself."
Botan's mouth fell open, "But you're alive! You can't—"
"I have before and I will again," he said in a calm voice, cutting her off nonetheless.
He had gone through Spirit World plenty of times in his past life. Even after being hunted down and killed for the first time, he'd still managed to break into Spirit World. He'd been in a fifteen year old human body the last time he'd broken in and stolen from one of the most secure Spirit World vaults. True he had help from Hiei and Genki in that endeavor but he far outstripped his abilities from that time now. Getting in would be something akin to child's play at this point.
"You...Kurama...Oh dear," Botan fretted. "Koenma isn't even in Spirit World!"
"Then where is he?" Kurama asked.
"How should I know?" the reaper asked as she sighed. "I'm just his assistant. He doesn't tell me anything important anymore! Not that he ever did but lately it's like he forgets I even exist!"
"Fine. Please inform Koenma that I wish to speak with him the moment he has a minute," the redhead said with a hint of resignation for a moment. Botan nodded with a relieved look. Which was taken away as soon as Kurama spoke once more. "But impress upon him the importance of the situation because I will not be made to wait long before I take matters into my own hands."
Somehow those words frightened the seasoned reaper. She carried them up to the Spirit World with as much haste as she could. Oh, where was Koenma when she needed him?
